Is getting nominated from province equal to getting PR for that province?

I have a very simple question, it's so simple that it has not been asked and answered yet.

I have applied for OINP, if I get nominated does that mean I can stay permanently at Ontario? Is it equal to PR for Ontario? Can I travel to and fro from other countries to Ontario permanently?
