I want to apply for a visit visa for my brother just to have him here for the summer. I would really appreciate it if someone can guide me if the general visit visas are open.

If you are fully vaccinated with approve COVID vaccines, click on and read all the requirement. If you can travel, then you can apply for visitor visa. (doesn't mean everyone will get approval)
