Is Express Entry mandatory for AIPP

Hi

I am looking for career options in Canada. I came across AIPP program. However I am currently not meeting the FSW scores of 67. Do i still qualify to enroll for AIPP program or is FSW/Express Entry mandatory for AIPP.

I don't believe that AIPP uses Express Entry. I can't answer the 67 points question, but I see no mention of the requirement.
