Just a thought. Can't help but notice, the way Express entry is designed especially with the scoring part, it seems virtually impossible for Open work permit holders to secure an invite, unless of course with an LMIA or PNP, which again is tough to obtain for recent graduates with less work experience or for workers on a short duration work permit. Just for this reason, the move looks like an attempt to retain all these jobs for existing PRs and Canadians, once people on such open work permits complete their duration and would be forced to leave.
There are talks on this forum about points may reduce to the 400s to extend invites to CEC candidates. I know these are early days and there were only 2 draws so far. Wish/hope CIC would conduct stream specific draws!
