Is ECA required for foreign Bachelor degree (Have Canadian Masters)?

If I have Canadian Masters degree, is it required to get my foreign bachelor certified by WES?

No. You only get points for your highest qualification. Masters is higher than Bachelors. Save your money. If you have not done it yet, do your English and/or French test.

Then see if you are eligible to creat an Express Entry profile using the 'Come To Canada' tool. If you are create an Express Entry profile and wait until you possibly get an Invitation To Apply.
