Does it happen to everyone? or if the documents supplied are complete and sufficient and CEC will skip the document request procedure?

Documents request occurs when Visa officer finds that, the documents enclosed in the package are Either:
- Not enough to establish the claim
- Missing
- Expired
- Filled out wrongly.

So No, Document request does not happen to everyone.
