Is CRS Score 471 a good score for FSW Express Entry ?

Below are my details.

Marital Status: Single/Never married
Age: 25
ECA by WES: Bachelor's degree (four years) and postgraduate diploma (one year) (Canadian equivalency)
IELTS: LRWS - 9 9 7 8
NOC Code: 2171/2172 (Business Intelligence : Power BI, MSBI Developer)
Job offer: No

As per the details, CRS is 471 based on the tool.

Could you please suggest if should apply for PR and is this score good enough to wait for FSW draws ?
Or Is PNP a better option ? If yes, which PNPs are better offering a PR without a job offer for the above mentioned NOCs.

FSW Prospects
As of Dec 2020, 471 would be above the “equilibrium” (candidates getting in the pool vs. getting drawn out of the pool) score of FSW draws, which is roughly 467-469. So if FSW resumes soon and draws as many as it used to, there’s a good chance you’ll get invitation. Being 25 means you won’t have to worry about age in the near future.

FConcerns
With all that said, the number of high-score people accumulated in the pool is unprecedented at the moment. Check this CIC page — it will take a few months after FSW resumes before it gets to <475 range.
Also because everybody in the pool knows this, those who value immigration a lot will try to get as many points as possible, which could raise the “equilibrium” score.

PNP
OINP Tech Draw does include NOC 2172. However so far they are targeting score range below 468, so 471 is awkward. You may need to get lower IELTS or not claim points on the post-graduate degree (which will need another ECA). Besides, that’s if you are willing to live in Ontario (which is a great province, but still you gotta be willing).

Other recommendation
If you can get 7.5 on writing and keep the other sections at the same level, then CRS will be 474. Assuming FSW getting back to normal at some point, your odds of invitation is very good.
