is COPR considered as Permanent Residency in Canada?

I received my COPR last month. I am yet to make landing in Canada, but I intend to do so next month. At the same time, I also am looking to renew my US visa while in Canada. One of the questions that they ask in the DS160 form for US visa renewal is - are you a permanent resident of any other countries? I am not sure if I should answer yes or no, since I have not done the landing yet.

ANyone else faced similar experience?

The answer is no.

You will only be a permanent resident once you've completed landing formalities.

@scylla thanks for your reply. Do you know if I can get a US visa after landing? I have to fill out the DS160 which asks me if I have a PR from another country as of today. And as of today, I don't have one. So I should say no to that question right? But once I land I will have the PR, which is what's confusing for me. Any thoughts?
