the NOC doc says:

When the first digit is...2 …the skill type category is Natural and Applied Sciences and Related Occupations

When the second digit is...1 ...the skill level category is Skill Level A (Professional Occupations)

So FSW - Category 1 says - skill level should be A or B or 0.

So does this mean computer programmers (2174) can apply under FSW - Category 1? Some one from this website can answer this pls?

No. NOC 2174 is not included in the list of 38 qualified occupations.

If you read the link carefully, the only occupation which relates to computers in the list of 38 is 0213: Computer and Information Systems Manager.

It says:
0213 Computer and Information Systems Managers
Computer and information systems managers plan, organize, direct, control and evaluate the activities of organizations that analyze, design, develop, implement, operate and administer computer and telecommunications software, networks and information systems. They are employed throughout the public and private sectors. Click here for a list of Example Titles of this occupation.
Applicants with experience in the following occupations may also be considered under this NOC depending on the specifics of the main duties performed:
Computer and information systems supervisors (in 217 Computer and Information Systems Professionals)
Computer Engineers (Except Software Engineers and Designers) (2147)
Computer Programmers and Interactive Media Developers (2174)
Computer services company presidents (in 0013 Senior Managers - Financial, Communications and Other Business Services)
Database Analysts and Data Administrators (2172)
Information Systems Analysts and Consultants (2171)
LAN managers (in 2281 Computer Network Technicians)
Software Engineers and Designers (2173)

It says that you can apply under 2174 only if you perform managerial duties. And you need to convince them that although your job classification is 2174, you still perform a managerial role.

The key here is to specify your duties and responsibilities. Obviously they are looking for candidates who have experience in managerial positions only.

No they can not because 2174 is not in the list of 38.

Only if their job duties fit NOC 0213 which is on the list, they can apply under 0213.

This statement is a very ambiguous statement, people can take advantage of this.

I applied under Federal Skilled Worker Class..I sent the application to buffalo office, they returned back my application and asked me to send it to Sydney office.

My NOC code is 2174. I have more than 1 year of experience and currently studying in Canada. But i have completed only 4 months in Canada..

Because i have not completed 1 year of study in Canada yet , they asked me to send the application to Sydney office.

I feel like I am banging my head against a wall here. The key is what I lined up in bold. May be considered. Yes, they will be considered if their job duties match that of 0213 which is on the list and they can apply under 0213. Also note that canadavisa.com is not the official immigration website. It is the website of an immigration lawyer and of course he would not want you to cancel your immigration plans because you think your job title is not on the list of 38. He would want you to contact him and possibly your job duties match a job that is on the list, say 0213, even if the title doesn't match so you can apply under the NOC that is on the list.
