Is Canadian Work Exp./Job Offer needed to apply for PR after Prov. Nomination ?

Hi guys .. So I had a question to ask. Ontario has a program where a Job Offer is NOT needed to still be considered for a Provincial Nomination for Permanent Residence.

Question is, if I get a Provincial Nomination from Ontario, will I need a job offer or Canadian work experience when I apply for Permanent Residence at the Federal level ?
