Is bachelor degree essential for PR when Master's is already accepted?

WES has accepted my master's degree (MBA) but my bachelor's degree evaluation is pending because the university does not want to attest the photocopies of my mark sheets. They say it is not their job.
I can get the bachelor's degree credentials removed from evaluation, but my firm said while filing for my PR application, it is important to get ECA for bachelor's degree.

Please can anyone confirm whether bachelor's ECA report is essential incase Master's degree is already accepted.

Where did you get your MBA from, was it Canada (the requirement is waived in this case, but it could affect your EE points)? If not, do you have your original mark sheets and can you get the photocopies attested by a notary and send them to WES? You will require an ECA for the Bachelor's degree, you have to enter the ECA code and CIC will check each degree. CIC cannot base the credentials of your bachelor degree being equivalent to a Canadian bachelors' degree based on a university outside Canada excepting it as their requirement for admission to an MBA/post-graduate education.
