is approval separate from the rest of the application?

I am aiming to sponsor my wife from the UK with the Outland process. I need to be approved before I can sponsor her, but as far as I can tell there are no separate packages. I believe I just send everything from: ww.cic.gc.ca/english/information/applications/guides/3900ETOC.asp , which includes the approval as well as the rest of our documents for sponsorship.

Am I missing something? Do we send for the approval and rest of the application together?

You have to send everything together. Although there are technically 2 parts to the process and application forms (the sponsor and the applicant), a complete application includes everything in 1. They will not look at your application unless you submit everything on the document checklist.

Hi! yes you need to send all the forms and documents together, once you're approved to be an sponsor the file will be forwarded to UK office.

There is the Sponsors Guide and Forms
The Applicants Guide and Forms
And the Country Specific Guide which you will download and those are required as well.

You will see on that page, UK is under Western Europe I believe.

When everything is ready, you will send it all in the same package, separating it into the sections
and there are some posts on this site about how some people put their application together which
can be helpful.

If you have gotten all these things that are required on those pages and forms and guides.. then you havent missed anything.
