Is anyone facing delay in getting ECA report from WES?

December 2014, I had all my application ready for my PR paper application (the old system) and I was just waiting for the last document needed : my ECA from WES.
I knew (from my account) that my ECA has been sent on December 16th and I was waiting to receive it within the next days. But as time went by, I then decided to sent my paper application without my ECA (but CIC received my paper application after the January 1st, so it couldn't be processed with the old system).
In fact my ECA has never been delivered to my place. It has been sent back to WES address, although they never contacted me to let me know about this issue. It took me 4 months (after phone calls and emails) to know this story. I was really upset with them
