Hi I notice there are very few interviews conducted in Manila.

We presented what I thought was an air tight case. Every possible thing they asked for in the OP2 manual to prove genuine and on going relationship.

The package was well organized and complete.

We got a passport request and then

Two months later a letter asking for a signed history of her previous relationship.

We are applying as Common Law partners. We have been together over 3 years but I have returned to Canada twice. The previous 12 months prior to applying continuous.

I am divorced since 1998 and provided original of divorce certificate, she is separated from her husband and we provided a separation agreement signed by both her and her husband, 4 signed notarized affidavits confirming the date of her separation. There is no divorce in the Philippines.

She has been separated 5 years.

We had one separation for three weeks while my partner went to another country to visit relatives.

Any ideas what this interview is for? They have asked for nothing and have not asked her to bring anything?

Are we doomed to be refused??

I don't think you're doomed to be refused - I think, because divorce is not recognized in the Philippines, they feel the need to be extra careful that she and her "ex" are actually done, and that you and she intend to remain together. As common-law partners, it wouldn't be that difficult for the two of you to sever your relationship once she immigrates and then she applies to sponsor her husband. Wouldn't be the first time - although, without "examination", he would not be eligible to immigrate under 117(9)(d) anyway, so I don't know why they stress about it so much. They've all but covered their bases and according to a little study I recently did of the CanLII appeals website, 98% of 117(9)(d) appeals are dismissed and the refusal upheld.

Anyway, I think they probably want to make sure her relationship with her ex is really over. She should just remain calm and answer their questions clearly and politely. Don't get nervous and don't get emotional, and above all don't get intimidated. LOTS of people have interviews and are subsequently approved for PR.

Thanks Robs Luv, her husband is an American. She could have gone to the US many times if she only wanted a PR visa. She has a 10 year multiple entry visa to visit the US and if she wanted to she could go there and like many others disappear into the wood work.

He can go to Canada anytime for up to six months and I am sure he has no reason what so ever to go there. His whole family and business interests are in the US.

I hope you are right and this is all they want to confirm.

If you have some time before the interview, order the CAIPS notes to find out why. That way you can go in better prepared to address whatever has caused them to require an interview.
