Is a Work Permit a Visa?

I have a friend from the Czech Republic that came to Canada (BC) as part of a special program that lets young people from other countries come here and work for one year without a job ahead of time. She has been here since October and her work permit is valid until October 2013. The Visa she got to enter Canada expires 4/29/2013. Does this mean she has to leave on April 29 or can she stay until the end of her work permit?

Currently her plan is to return home end of July. She has also booked a cruise with me from Vancouver to Alaska leaving Vancouver May 1 and returning on May 8. She then was planning to go to the US until Early June and then return to Canada until she goes home end of July.

If she can stay in Canada legally until May 1 then our plan was for her to apply for a Visa to reenter Canada now. Based on the current processing time (22 Days) she should get the Visa in plenty of time to reenter in June. If she does not get the Visa before May 8 we hope she will be allowed to enter Canada from the Cruise ship so she can travel to the US with me by car in which case she will be back in the US the same day.

If she needs to leave before May 1, we can apply for a visa extension but that takes to long to be processed and once she leaves Canada on May 1 she would loose her implied status. Assuming they would let her back in to travel from Vancouver to Washington State by car she would still need a visa to come back before she returns home end of July. We figure worse case she could fly to Vancouver the day of her flight to Prague and stay in the Transit lounge to avoid entering Canada.

Could she apply for a Extension and a Reentry Visa at the same time?

I would appreciate any information or advice from anyone.

1. She can stay in Canada until her work permit expires.
2. I assume she has a multiple entry US visa.
3. As long as she is only traveling to the continental US or St. Pierre et Miquelon, she doesn't require another TRV (visitor visa) to re-enter Canada. So she can go on the cruise without another TRV.

She has a ESTA which allows her to enter the US multiple times over the next two years (she got it in February) for up to 90 days per stay.

We were planning to visit Immigration Canada in downtown Vancouver on Tuesday to find out if she needed to do anything. Do you think that would still be a good idea?

I appreciate your help!

You can visit and look at the building, but there is no walk-in service without an appointment.
