Is a Waiver overstay considered as a Visal Denial?

Hello,

I see that in the study permit application and ETA application that they ask this particular question :

Have you ever
been refused a
visa or study or
work permit,
denied entry or
ordered to leave
Canada or any
other country?


So i overstay my ESTA in the US for 2 years. but technically, I've never been refused a visa or study permit (even if ESTA was a visa it was never refused to me).
I also never got denied entry or ordered to leave. I left on my own and never got arrested or anything or even questions.

So as someone who overstayed a waiver do i need to say Yes to this? I am very confused and i want to be as legal/honest as possible to avoid any problems.

I have been rejected a tourist visa at USA (Under section 214(b)) so do I need to mention this while applying for a study permit at Canada?

Well im pretty sure that in your case you have to answer YES since you actually got a refusal. Then probably explain why.

In my situation i overstayed a visa waiver (so not a visa) and never got denied nor deported nor escorted or anything. This is why i ask if i need to answer yes :)

I wanted to visit the country and relatives and VO thought that I'm not gonna come back after landing american soil.

What possible explanation I can give to suffice this
