Is a visa/permit needed for spouse to live (not work or study) in Canada?

The husband is getting a temporary work permit (with a CAQ for a skilled job). How can his wife enter to live (in Quebec) with the husband without a work permit? I know that his wife *can* apply for an open work permit, but if she does not want to work (or study) then what? Does his wife need a permit or visa at all to stay for the few years that the husband plans to work in Canada (wife is Australian, so eTA, not visa needed to enter Canada).

If she does need a visa or permit, what sort?

The CIC form has a question "Why is your family member visiting Canada?"
with the possible responses
Visit - Tourism
Visit - All other types
Less than 6 months studies
Study more than 6 months
Work in a work permit exempted category
Work (Labour Market Impact Assessment required)
Work with an Open Work Permit
Transit


Ideally the wife will be covered by health insurance the same as the husband (i.e. after 3 months waiting).
Possibility they may decide to stay longer and then apply for PR together after one or two years while husband is still at the job in Canada.
