Is a Healthcare Assistant eligible for PR?

Sorry if this question has been asked already but the situation may be a bit different for us.

My husbands niece is here in Canada already. She's done her post secondary schooling (diploma) and has been working at Tim Hortons for the past 2.5 years. Her work permit will expire in September 2026. She was told she can enroll in the Healthcare Assistant program (HCA) at Western Community college and this will get her the opportunity for PR. I know a year of experience is needed or 1560 hours and that means things are very tight for time. Schooling first then find a job and become employed then gain the hours needed.

I have searched online but cannot find this program in the acceptable list of PNP entryway.

She has done her IELETS and passed, and with her prior schooling and work hours she still down not have enough points to apply right now.

So she has yet to get a study permit? She would not be eligible for PGWP. What is the NOC for the job she will be getting.

No. She has already finished her previous course in Canada and is now post graduate and current status is PGWP. She was able to get the max work permit extension but that will expire in September 2026. She is not able to get PR with her past course and doesn't have enough points. She will not be able to make the necessary points so she is looking for a new course that is PR program acceptable.

This is why she needs to take another accepted course, complete it, get hired and make her work hours needed. I really don't think she will make it and I have told her this. the timeline is way too risky and there's no guarantee she will even get hired. It's one year of work OR 5600 hours not exceeding 30 hours a week. Even if you work 50 hrs per week it doesn't count.

Who and how is she going to get hired without a work permit? She would need an approved LMIA to apply for closed work permit. Don’t count on it with changes to LMIAs. Employer would have to prove they couldn’t hire anyone with a work permit. She would need to pay tuition and show $21k to even apply for a study permit, and justify costs of the program with career advancement and higher pay when she returns to home country.

YEP! This is what I told her. They didn't listen to me, and I feeling a bit "told you so" right now.

I just don't want her to waste her time and money on a course that will get her no where. She should probably keep working at Tims and save her money till September 2026 when her work permit expires.

I am Canadian born and raised. I think all the loopholes to PR are absolute garbage and glad they finally smartened up. I'm just looking for answers to give her....

Her biggest issues a) getting study permit and justify the program with career back home, and b) cannot work after studying so cannot get experience. When she finishes the program she would have spent $40k and has to leave.
