Is a birth certificate required for PA?

I was trying to find out about the documents required to be submitted post-ITA. On the CIC website, they have mentioned that "This document is required only if the applicant identifies dependent children."
However, it is not mentioned in the screenshots http://1drv.ms/1SrxzVj taken by someone that the birth certificate is required for the children or the PA or both.

Only for children not for PA, speaking out of personal experience.

Definitely not for PA or Spouse. Birth certificate is required only for the dependent children to prove their relationship with you
