IRCC won't accept payment

I am applying for a study permit for the first time and it won't let me pay the $150 and submit. I have tried multiple browsers, networks, and devices but it always returns "Transaction Declined" without even attempting to charge my Visa card (called my bank to confirm. Is this an issue on their end? Can someone help? Anything?
