ircc said i did not pay processing fee and rejected me, but i did.

Hi everyone,

i received an email in early April 2023 saying that I am eligible for extending 18 months PGWP, so I came back Canada in October 2023, and submitted my extension in Oct as well.
I strictly followed the guide that IRCC provided, and paid the $155 processing fee beforehand then submitted the receipt (which IRCC required).

In Jan, I received a refusal letter that indicated I did not meet the requirement which was "You did not submit applicable work permit processing fee in the amount of $ 155."
BUT, I did upload the receipt. I then called IRCC, and the agent helped me to pass my case back to the office and requested for reconsideration.
And I made a second call a week after the first call, the agent said I can only wait.

SO, does anyone know how long it takes for reconsideration? (I lost my job becasue of this, kinda annoying. )

Also, the letter said "We also wish to advise you that your temporary resident status expired on January 15, 2024." and it told me that I may apply for restoration in 90 days. However, I have few questions.
1). if I apply for restoration, should I restore as visitor or worker?
2) if I restore as worker and still use the 18 months extension policy(2023), which has expired in December 2023, will they reject me? its not my fault to get rejected, right? are they gonna reject me because I use an expired policy to extend my PGWP? and My original PGWP expired in Nov, 2023 already.
3). My boyfriend studies Master program in Canada right now, the program will finish by probably mid-2025, should we do a commom law and then I apply for spouse open work permit instead?
