I came to Canada from US in January and would like to have my parents come visit me and my wife. We are both on work permits and my parents have visitor's visa issued 2 years ago. I don't have enough vacation days to make a trip back home and I haven't met my parents, who are both retired btw, since Sept 2019. My parents need the IRCC authorization letter but IRCC has rejected stating that reasons for travel are non-discretionary or non-optional. I went through the questionnaire online:

You indicated that you are:
  • a foreign national
  • not showing signs and symptoms consistent with COVID-19
  • not coming from the United States
  • reuniting with a temporary resident
  • the immediate family member of a temporary resident

I would like to take care of them since they are alone but my work is also important and my employer won't allow to work from overseas. How can I demonstrate that the reason for travel is not optional? Can someone share if you were able to get the authorization letter successfully from IRCC.

So what are their essential reasons to travel? They are not alone as they have each other and ”taking care of them” is not viewed as essential as you should travel to where they live.

How come parents of PR and Citizens are entering Canada? What are their essential reasons? Seems like they just need to demonstrate that they plan to stay in Canada for 15 days or more.

Because they are parents of citizens or permanent residents, not temporary workers so they don‘t need reasons to travel. They don’t need written authorization.
