Please I need help, I was asked a question on the IRCC application for study permit form if I have been denied visa before. I was denied a UK visa due to incomplete documents( no POF). If I answer yes will it be a red flag to my application and if I answer No, what will be the consequences?

You must declare refusals. If not you may get a 5 year ban for misrepresentation. It doesn’t create a red flag if you declare it.
