If you are a Canadian citizen who doesn't live in Canada, traveling with your wife (who isn't a citizen), can you still invite her? Or do you need someone who is in Canada to invite her for the TRV?

I am in exactly the same situation. I just wrote an invitiation letter stating that we are travelling together between these dates and attached a copy of my Canadian Passport and Driver's license (to show my home address in Canada).
