I am working in Quebec under LMO Exempt Work Permit as an intra-company transfer for specialized industry knowledge.
My assignment here in Montreal is for two years and so is my work permit.

Is this a permanent employment offer which can be validated/Validated employment offer?

No. It's not. Validated Job Offer = LMIA and ICT's are LMIA-exempt.
