Interview at NDVO while spouse is in Canada on TRV ???

Anyone come across and share situation where spouse is in Canada on trv and visa office requested interview at visa office while pr application is in process?

Please share if possible. In that case is it possible to request visa office to conduct interview at Canada?

She needs to return to India to do the interview. They will not transfer the interview to Canada while she's here on TRV.
