Interview after Medicals and RPRF fees paid

Dear Sir

I have received a letter from Canadian Visa office for an interview after my medicals done and after paying RPRF.
As mentioned on the interview notification letter
"This refers to your application for permanent residence in Canada.In order to assess your cpmpliance with the eligibility and admissibility requirements for immigration to Canada,an appoinment has been arranged for you to be interviewed at this office.Please bring your passport and all documents related to your work experience and education.

You are required to to attend an interview pursuant to subsection 15.(1) of the immigration and refugee protection act .Failure to attend this scheduled interview may result in the refusal of your application.

Could you please explain why an interview has been scheduled even after medicals done.

Further,i have lived in Canada as a refugee claimant and completed college program there.However,i was deported after my refugee application was unsuccessful.

as, you're called after medicals. its not a random one but its a case specific one. and CIC should have mentioned the list of specific documents to bring in original, based on what they have asked in the letter, they'll primarily focus on them.
I am of the opinion that, it can be regarding to your stay and deportation from Canada.

If you can provide an explanation on Subsection 15.(1) of Immigration and Refugee Protection act,it would be great
