Can an international student in Canada sue his/her parents if they refuse to pay her tuition fees? If so where can he/she ask for help?
 
So you are saying you had a legal contract with your parents that they committed to pay your fees or just some verbal expectation that having supported financially from birth to adulthood this would continue and include fees ?

Assume you have infinite resources to pay for a lawyer ?

my parents had to sign a contract pledging that they'd support me in a affidavit of financial support before the notary public.

You would have to sue your parents through your home country's legal system. You'll need to speak with a lawyer in your home country to find out if this is possible. There is no help available for this in Canada.
