International student advice needed please!

Hi
My brother is a student currently in india and wants to continue his education in Canada . Any advice on a course he can take that is relatively cheap?
He is 24 and has a diploma in mechanical engineering and has 6 years auto-mechanic experience.

Also, my husband is a Canadian citizen and I'm a PR, is there a possibility he can stay here after the course?
Really looking for any guidance in the process.

He can apply for study permit for course relevant to his previous study, and try to pursue 2 yr course after that he will get 3 yr work permit, within those 3 years, he can apply for PR also...
