Hi everybody i hope someone can help me providing me some info, I submitted an IEC forms package to the embassy in costa rica and today i got the surprise that my application was refused, they answered "you must satisfy an officer that your intentions are bona fide and that you will leave Canada by the end of the period authorized for your stay."
First at all my intentions are to gain work experience, learn more english.
I also have family in canada and i have a place to stay. I also went to canada in 2011 as a visitor and came back to my country, that proves that i have a clean travel history.
They also say this to me but i don't understand this part very well, Can anybody help me with this?, I'm not a native speaker btw simple words please,

Subsection 11 (1) of the Act states that "a foreign national must, before entering Canada, apply to an officer for a
visa or for any other document required by the Regulations. The visa or document shall be issued if, following an
examination, the officer is satisfied that the foreign national is not inadmissible and meets the requirements of
this Act." Subsection 2(2) specifies that unless otherwise indicated, references in the Act to "this Act" include
regulations made under it.

So how can i prove that i have no intentions to stay longer and that my purpose is real??
I would appreciate if someone can give me support to get my visa, thanks

The last part says that you can't enter Canada without a visa, that's all.

You can have your relatives in Canada apply for your visa file under the Access to Information Act or the Privacy Act:

http://www.cic.gc.ca/english/department/atip/

You can also read this, especially Section 9:

http://www.cic.gc.ca/english/resources/manuals/op/op11-eng.pdf

It's available in French too if your French is better than your English.
