International credit evaluation

Hi,

I have done my masters in Biotech from India. And, I would like to have my credentials evaluated. What is the process of getting the evaluation done. I am currently in Vancouver, BC.

Do universities and colleges do the evaluation themselves? Or, is there a government body responsible for evaluation?

I have talked to a few colleges, and some have said that they do it themselves and yet others have said that they will accept the form from ICES.
