My wife has an International Baccalaureate (IB) for highschool she attend here in Brazil.

Is it necessary to assess her credentials through WES, to be considered by Express Entry?

Even though her diploma was meant for international use?

It is. You need ECA reference number to be able to add her education to EE profile.
