Guys need your opinion, what should I give more info to them?

I am a Canadian Citizen, disable, gave my ODSP (Ontario Disability Support Program letter), Bank Statements, Credit Cards info, wrote the info about my intention to reside in Canada, wrote why I have to live with my family(as there is no one who can my family live with) even then I get this letter, now can you guys tell me what else should I send them? Any suggestion please?

PS. my family needs me, I can't leave them that's for sure.

This refers to your application for permanent residence in Canada as a member of the Family
Class.
I have reviewed your application and all of the documents you submitted in support of it. It
appears that you may not meet the requirements for immigration to Canada.
I have determined that you may not meet the requirements of the Immigration and Refugee
Protection Act because your sponsor does not appear to meet Section R130 of the IRPR.
The Immigration and Refugee Protection Regulations state, in section:
R 130. (1) Subject to subsections (2) and (3), a sponsor, for the purpose of sponsoring a foreign
national who makes an application for a permanent resident visa as a member of the family
class or an application to remain in Canada as a member of the spouse or common-law partner
in Canada class under subsection 13(1) of the Act, must be a Canadian citizen or permanent
resident who
(b) resides in Canada.
R 130. (2) A sponsor who is a Canadian citizen and does not reside in Canada may sponsor a
foreign national who makes an application referred to in subsection (1) and is the sponsor’s
spouse, common-law partner, conjugal partner or dependent child who has no dependent
children, if the sponsor will reside in Canada when the foreign national becomes a permanent
resident.
You do not appear to meet these requirements because your sponsor is currently residing
outside of Canada. I therefore have concerns that they may not be eligible to sponsor you. I am
providing you with a final opportunity to provide evidence of your sponsor’s return to Canada or
their intention to return to Canada.
 
You can also show proof that you are preparing to leave the country where you are living to go back to Canada. Quotes for getting things shipped, or proof you have already shipped things back, any proof that shows your family is getting ready to leave, such as letters proving they have or are planning to quit their job, stop going to school, etc.

Also show more proof of what you plan to do as a family once you get back to Canada: where you will live (get a letter from a family member saying they will let you live with them once you move back, if this is applicable); what kind of job your partner will try to get; education plans; etc.

I wrote every thing in our application except the letters from family members and relatives and friends. I just have asked everyone to write a letter. I have running bank account, valid credit card, through which I paid the complete fee. I am on ODSP, gave my all info regarding ODSP. I don't have anything to send any luggage through cargo to Canada because its quite costly. I do have luggage ready, been shopping from different sales from different stores since applied for spousal application. I have son who is going to be 3 years in December. I even attach an email communication from an school in Toronto about the procedure of admission. I can not buy ticket without getting the wife's visa, and also can't go for lease for apartment as I have to sign and pay the rent in front of the building rental manager/staff. Though its not a big deal for me. I can arrange living, once I land. say by staying hotel for one week deal, by than I can get an apartment. I also applied the visit visa before applying the sponsorship application, which was refused. CIC didn't say our relationship is not genuine. That's what they normally look for. As for as my wife's job is concerned, I don't think that my wife will be able to do job, as she has to look after me and my son and she is a normal Asian housewife. That's not even a problem as they didn't say about it. I only felt they require the letters from someone from Canada so that when we land we have a shelter for few days till we find our place. Though its a ridiculous I never saw or seen or even heard when CIC gives permanent residence to someone and when he/she arrives at the airport and than the Canadian govt. right away gives jobs or even accommodation. Everything has to be arranged by the person him/herself. Anyways thanks for your concerned. Really appreciate your suggestion. If you have any other suggestion other than letters please advice me.
