My friend completed a Masters in June 2020 in Montreal and then proceeded to a PhD program in Saskatchewan. He is currently in his fourth year of the PhD program but he is considering withdrawing.

Would he still qualify for a Post-Graduation Work Permit (PGWP) based on their completed master's degree?

No, too late for that by several years. You need to finish the PhD.

Okay, any other options aside PGWP ?
Most obvious is job offer from Canadian employer + approved LMIA so that you can apply for a closed work permit.
