Hi Everyone,

My country of origin is the Philippines and I am working overseas. My family still resides in the Philippines.

1. Is it still possible to process my application for a Provincial Nominee Program even if I am overseas?
2. How should we proceed with the application if possible, considering that my family is in the Philippines?
3. What alternatives can you recommend for this situation.

Thank you in advance for your much needed response.

Elton

Yes. Many have done this. You as the principal applicant needs first to obtain a nomination letter/certificate by applying first to a provincial nomination program. Either you apply directly to the province (the traditional way, via sponsorship) or submit your application under the new Express Entry programme (with the option that a province selects you and nominates you). See the province webpages for details on how to submit your application for nomination - most are doing online submissions now, with a combination of scanning documents and then sending via courier other documents.

Whether or not your family is with you or separate from you, what is important is where the PA is legally admitted to and currently residing. That determines where your application will be processed.
First you have to get a nomination certificate. Then you submit that with an application to the Centralized Intake Office (CIO) in Sydney, NS. From there on, after evaluation for eligibility, it will be sent/transferred to a visa office/processing office based on:
- responsible for the area/country/region where the PA is legally admitted (at least a year)
- or if not legally admitted/residing in any country - to the office responsible for the country of your nationality

Now - generally, all documents will have to be submitted to the office where your application is being processed, so expect you will regularly use courier/mail/email to collect all the documents requirements from your family before sending them as one to the visa office/processing office. Medical exams can be done at designated clinics in the Philippines, results are sent to a regional medical officer, and the medical assessment will be uploaded to the global case management system (GCMS) - wherein all VOs/Processing officer do have access to include in your application processing. Payments for processing fees can be made via credit card through online methods, and

I suggest you read through the CIC Web to start: http://www.cic.gc.ca/english/immigrate/provincial/apply-how.asp
