Inlaws visitor visa - wedding

Hi everyone,

My fiance has been in Canada for 4 years on a temporary worker visa, based on the timelines he should receive his PR in about 3-4 months. We are getting married this summer and we're applying for a visitor visa for his parents, and a study visa for his sister to start in the fall.

We will be sending the two applications separately as we don't think the process for his sister will be completed in time for the wedding, and we don't want this to prevent his parents from getting their documents in time. Also his sister would be considered to have weak ties to her home country (30, single, no kids, no savings, with university studies but underemployed in the service industry).

Do you think the separate applications will look bad? We want to make sure his parents can attend the wedding.
