INLAND V OUTLAND

Hello all! I am a US citizen married to a Canadian Citizen. He lives in Ontario. I live in Michigan. We applied for PR in March, but unbeknownst to us they updated the forms (we've been working on our packet since December) and I just know they're going to return it. My plan has always been to start staying with my husband this Summer as a visitor and extended my status until PR goes through. With this in mind, and my preference to be able to work, should I wait to reapply until after I start living in Canada? That way I can apply inland and for an open work permit as well?
If so, how long should I wait after moving? Can I continue to visit family in the US on a regular basis while the inland app is being processed? How difficult is it to get a Canadian license to prove residency?

If I go ahead and get my outland PR app resubmitted as soon as possible, can I apply for the open work permit after I've moved?

The legalities here are really unclear in all the threads I've read.

It takes 3-4 months to get the OWP with an inland app, so if you are coming here in the summer and submitting ASAP, it will be Oct-Nov before you would get the OWP and another 8-10 months after that to get PR. You are advised not to leave Canada when you apply inland because if you are ever refused re-entry, your inland app is abandoned. Chances of refusal are low but that risk is always here.

Outland, you will probably be a PR before the inland OWP would arrive.
