Hello I would like to thank you for the help in advance,

My husband cant renew his passport due to some financial issues in his homeland so they wont renew it until it is resolved.

We are in canada and I am a PR, can we do our sponsorship application even with an expired passport ??
 
i'm sure you can submit the application, however he can not be approved for PR without a valid passport. he will need a valid passport for visa stamping and landing as a pr.

keep in mind, if he submits a copy of an expired passport, they may not accept the application and send it back. i am not sure if having a copy of a valid passport is required for the application or if it's only required for visa approval.

Don't do Inland if you want to keep your sanity. Apply Outland.

Because outland applications are usually processed much faster than inland applications. But check by yourself: http://www.cic.gc.ca/english/information/times/
Outland processing time is varying a lot depending from which country you apply.

it's important to point out the times posted on the cic website for outland are not averages and therefore can be misleading. the times posted suggest 80% of applications are processed within the time listed, which means a majority of applicaitons are processed much quicker. for example, applicants from the us are approved in 4.5-6 months, yet the website suggests applications are processed in 12 months. the website does not show the entire picture and shouldn't be used to determine application processing time. it's better to find the thread on this forum specific to the visa office to see what the trend is for current applicants. for a majority of visa offices, the "average" is more like 8-10 months, and some visa offices are less than that.

The simple fact is both streams have pro's and con's. The benefits and costs must be weighed in a proper manner, in context of the individual situation, to determine which would meet the objectives of the sponsorship for the least cost consequence.

So, I respectfully disagree. You cannot make blanket statements like that, without more context or information. That's like me telling you should vote for Donald Trump, because he will make America great again....

He requires a valid passport to apply for sponsorship. He needs to pay off his debts in his home country so he can renew his passport.
