Did the rule change with inland spousal sponsorship for a US citizen that you are allowed to leave Canada while in process?

The rule hasn't changed. And it's only strongly advised not to leave. You can leave but will risk not being allowed back in by CBSA. If refused reentry for any reason, the spousal application is cancelled by CIC.

If one has to leave, it's generally recommended that they be very short trips of no longer than 2 weeks or you run the risk of CIC cancelling the application - even if CBSA lets you back in.
