Inland Sponsorship- Spouse on Visitor Visa

Short answer: Yes.
Long answer:
1. I received my PR in mid 2022 and my spouse was a "non-accompanying spouse"
2. We both landed here in Canada on June 2022 (I activated my PR while she came here on a visitor visa)
3. Since her citizenship is Dutch, she could stay here in Canada for up to 6 months (and extend her stay further via applying for a visitor record)
4. While here, we began to aggregate all the documents for the inland spousal visa process
5. At least 30 days before her visitor visa expired, we applied for her visitor record (as long as you apply for the visitor record, your spouse can remain in Canada until the government responds)
6. We submitted all her documents in late 2022, her visitor record has been approved (she can remain here until January 2024), and based on the application tracker; she's close to getting her PR via the inland spousal visa route.
