If I understood correctly, I have to fill the sponsorship application and submitted and on the same time my partner will fill their PR application and submitted, but to apply for OWP only can be doen after reciveing the AOR for the PR application, right? or you can submit it on the same time with PR application?

You have to wait until you have AOR.
