INLAND PR Application - Japanese Wife - No Kaiseigen Koseki Tohon

I'm (Canadian Citizen) applying for INLAND PR Spousal sponsorship for my japanese wife. We're married (in Japan) and have already received the updated Koseki Tohon showing me as a part of her family register.

The problem is that city hall did not have a Kaiseigen Koseki Tohon for her due to them not making them anymore (born after the cut off date). They have one for her mother but it does not show my name or a record of our marriage on it.

• If you hold a passport from this country, you and your family members included in the application must provide:
  • A copy and a certified translation of the “Koseki Tohon”
  • A copy and a certified translation of the “Kaiseigen Koseki Tohon”, including details of his/her birth, marriage, and divorce (if any). “Kaiseigen Koseki Tohon” is the original source document(s) of a re-established family register; all names of the family members, even the ones that have been removed due to death, marriage, change of residence, etc., must be included.

Has anyone had this situation, and if so, how did you get through this? Do I submit just the Koseki Tohon with a note describing the situation?
