Inland PA(not landed yet) with outland dependents with expired copr

Hi! I am inland applicant with outland dependents. We received our copr feb2020 and got expired in April2020. I have done everything to have my PR status and eventually get my family here. Until now I am not "landed" yet and my work permit is about to expire soon too. Is there anyone know how to get our PR status? Can you please share your experience. My family is able to travel now as per my VO(after a year of waiting), but i need to 'land' first before they can proceed with the next step (PPR). VO said they already referred my case to in-Canada office to get my PR status. Do you know what visa office in canada is responsible in giving landing paper so i can directly follow up,with them? I called ircc agent but said they dont have access to my file as its already outside canada, raised a webform but still no response, emailed my VO if they can tell which office they forwarded my case but also no answer..
