Inland or Outland?

I am a PR and I am getting ready with necessary documents to sponsor my spouse. She is with me now in Canada on a visitor visa which is ending in first week of March 2013.
1. Do I have to apply for visitor visa extension separately or along with the PR application? I read from the other threads suggesting it’s a good idea to send all-in-one (PR application + Visa Extension + Open work permit + Medical certificate).
2. What would be the best, inland or outland application? Anyways my spouse has travel plan within the next few months. If she is travelling, say after stage 1 or after receiving open work permit or visa extension, will there be any problem in entering Canada?, considering if the trip is short, say two weeks.

Thanks

If you plan to travel - apply outland.

A visitor visa extension is lost when you leave Canada. The open work permit doesn't authorize re-entry into Canada. So the short answer is yes - it's possible she could have problems re-entering the country.
