Inland common-law sponsorship fees (partner already has temporary work permit)

I will be sponsoring my common-law spouse who will also be applying for an open work permit at the same time. My partner already has a valid temporary work permit to work in Canada.

Will we still have to pay the $155 work permit fee ($255 total), or just the open work permit holder fee of $100 ($100 total)? My partner will not need to get an extension on the work permit.

I tried to search for the answer on these forums and the internet, but was unable to find the answer. Hopefully someone can help!

If he wants to work beyond the validity of his current work permit, then he is applying for an extension.
