My spouse is sponsoring my PR. It's an inland (Quebec) common-law sponsorship (no dependants, no previous marriages or sponsorships, in case it's relevant). The application is being processed in Mississauga. I've been in Canada on a student visa since August 2019. This is the timeline of our application:
Application submitted: 2020-Sep-01
AOR1 (with Prospective App No): 2020-Sep-28
AOR2 (just an email, with app no): 2021-May-07
AOR3 (with application number): 2021-May-20
Medical exam request: 2021-May-20
Medical exam passed: 2021-Jun-03
Sponsor eligibility approved: 2021-Jun-09
My eligibility approved: 2021-Jun-09
Pre-arrival services: 2021-Jun-09
Quebec MIDI timeline: in AOR3 we were asked to submit some documents to Quebec Ministère de l'immigration, de la diversité et de l'inclusion (MIDI), which we did on 2021-May-25. We received a Quebec CSQ AOR on 2021-Jun-09. We still haven't received the certificat de selection du Quebec (CSQ). Based on the Google Docs tracking tool it should be here within a week or two.
I've been reading about the various stages of the PR application. This forum has been a great resource for trying to figure out the background check process, but I'm still somewhat confused. My understanding is that the eligibility check is done during NA2 (between IP1 and IP2). But even though I received the eligibility approved PDF, I still have these two in my application status:

We are reviewing whether you meet the eligibility requirements.
Background check
Your application is in progress. We will send you a message when we start your background check.
I haven't been checking my application status daily, so I'm not sure if I missed any NA's.
Does anyone know if this is normal (i.e. approved eligibility before NA1)? Did I misunderstand the IP1->NA1->IP2 process? Or if this is somehow related to COVID, or maybe Quebec (I still haven't received Certificat de sélection)? Am I in IP1 (as it would seem according to the background check message) or in IP2 (due to passing eligibility)? Any information would be welcome. I'll take educated guesses as well
