Inland Application - Visitor Visa for an American Spouse

Hi everyone,

Quick question: Before submitting an inland application for an American spouse, would you suggest they apply for a temporary resident visa first? I know Americans can come into Canada without a visa for six months; in this case, my spouse won't be in school or working in Canada prior to the application, they'll just be coming straight in from America.
