Simply go to MY CIC and create a profile.
Follow the steps and answer the questions.
IELTS scores are mandatory when you are creating a profile, which means that you may need to have a test result with you or the document number online if you have not received the hard copy as they will ask you for it in order to validate.

It is free to register in Express Entry until the day you receive the invitation and choose to apply.

If you create a profile without having either IELTS or CELPIP result, or an ECA for your education (if you have a degree from outside canada) you will be automatically declined on the application
