Info regarding spouse dependent open work permit visa

Hi there,
I need a help regarding spouse dependent open work permit visa. My husband has got his open work visa as W-1 approved before march 18 before all travel bans. Is he exempted from travel ban. If yes, do they an employee offer letter before coming to Canada.

No unless he Can get his travel considered essential. There are no flights at the moment so can’t travel.
