Info on Calgary and Alberta in general

Hi all

We just filed for my spouse through Vienna and hopefully soon she and I can make our planned move to BC from Europe.
Now !
A friend of mine is also filing to return to Canada with his wife. Their destination is Calgary AB.
BTW his wife is also 2 months pregnant, They do not know when their apps will be approved for landing but he is thinking to make the move soon and arrange for visitor visa for his wife.
Could you kindly inform as to if he can cover his wife although she does not have her PR yet under his Health insurance? Hospital and labor? They want their child to be born in Canada but they cannot wait for the VO to reply because by the time they do she will not be able to fly!

I would appreciate any of your experienced opinions here
